ARES  Region 2 District 3  Park County


The purposes for which R2D3 ARES is organized are to provide disaster preparedness, reliable primary and secondary emergency communication links for governmental agencies and/or non-profit organizations when needed and supply mutual aid to other ARES groups when requested;

Provide training of volunteers in amateur radio emergency services using Simulated Emergency Tests (SETS) and other appropriate training, as well as instruction of the public on subjects useful to the individual and beneficial to the community;

Solicit and raise funds to support and advance the programs and activities of R3D3 ARES.

ARES D-6 UPDATE

To all PCRC and D-6 members, I am looking at revitalizing, restructuring, and/or reorganizing D-6. Any and all suggestions are welcome, including changes in leadership.

ARES D6 Update

On the state level our ARRL section manager and Emergency Coordinator have changed. The new ARRL Colorado Section Manager is Jack Ciaccia (WMG). Jack is the current Assistant Section Manager and will take the reins of the Colorado section as of October 1st. Robert Wareham (NESQ) has been appointed as the new Colorado Section Emergency Coordinator and will also take office on October 1st.

On a local level, ARES D6 members supported communications for the Colorado Relay. Seven members participated in a successful and valuable learning experience. The course was changed drastically from previous years and the race organizers requested support on both sides of the continental divide. We were able to use VHF simplex between two stations on the front range side of the divide and had great success using HF NVIS on 80 Meters to get reliable communications to Breckenridge from the Jefferson Lake area. I would like to publicly thank all of the operators that participated: Dutch (KAWS), Steve (KUEM), Chuck (WDLE), Tom (KDKYL), Rick (KCYII), and Ray (KJ4WBZ).

COLORADO ARES D6 UPDATE

Summer radio activities are filling up the calendar, so please take advantage of some of these opportunities to increase your operating and technical skills. On June 13th at 8 AM Brian (N0VSA) will be net control for the Colorado ARES HF SSB net on 3.810 MHz. Please check-in to the net to support Brian and D6 and test out your HF station. Later in the day, from noon to 4 pm the Colorado FM Sprint contest will let you test out the capabilities of your 2M, 1.25M and 70CM station. On June 19th D6, D23 and PCRC members are going to help out with communications for the Bailey Hundo 100 Mile Mountain Bike Race. Next up will be the ARRL Field Day event on June 26-27. The Fairplay Burro Days and the Leadville Burro race are looking for volunteer HAM radio operators to support those races on July 25th and August 8th. This will be an interesting event where APRS trackers will be placed on several of the Burros. And near the end of summer the Colorado Relay has also asked for D6 to provide communications support for the section of the race that traverses Park County, August 20th.

So there are plenty of opportunities for D6 members to provide good will and positive support for HAM radio activities within the community. If you would like any additional information or to volunteer for any of these events please contact me at .

Officers Reports

EC Bill sent out e-mail survey requesting an update about members contact and operating information. Responses were received from eight of 33 members so far. Further efforts were made to contact non-respondents.

One respondent was/is Brian Foltz, KCUFO, new Emergency Manager of Park County.

ARES D-6 Corporate records have been changed/updated, including opening new bank account.

Bill is working on updating Operations Manual and names/data in other documents.

VICE EC Jack reminded us again about taking online courses before we need to apply them in an emergency.

Introduction of Bill Sickles of Como, Co. (KCYIH) as the new EC for ARES D-6, who will assume office on January 1, 2010, if not before.

Reports

EC Dutch was to have presented a demo of Ham packet radio at the Park County Comm Center after the ESC meeting on 11/17/09. Because of some tech problem it was not able to be presented. Besides, the Comm. Center director indicated she would like to have the demo when more of the dispatchers would be present. This will be planned for after the first of the year.

VICE EC/TRAINING OFFICER Jack had nothing new to report, but again reminded about the need for training and keeping him and Dutch advised.

OLD BUSINESS

Credentialing for members of D-6 is up to date, with latest members pictures being taken at this meeting.

Reports EC Dutch reported NEW MEMBERS: Chuck Gerarden, WDLE, Bill Sickles, KCYIH, and Sue Sickles (no call yet).

Lori Hodges has left Park County OEM for a new position with even greater responsibilities. There are 12 applicants for the OEM. We wish her well, and look forward to further cooperation with her.

Dutch reported last Tuesday, 9/22/09, a discussion on OEC operations was held after the ESC meeting at Fairplay. The matter of names and conditions of patients and hospitals involved was discussed regarding confidentiality and patient privacy. Dutch informed the meeting confidentiality could be maintained using Ham Radio and several digital modes. The Director of Park County Comm asked for more information about digital modes and a demonstration. Dutch will need help setting up a demo at the next ESC meeting, 10/27/09.

VICE EC/TRAINING OFFICER Jack had nothing new to report, but again reminded about the need for training and keeping him and Dutch advised.

Credentialing -- some members of D-6 have not yet completed the info sheet or had ID pictures taken (or provided).

The Colorado Relay Race went very well on our part. Everyone did a great job. Thank You.

Simulated Emergency Test (SET) on 10/10/09 will involve D-9, D-23 and D-6 joined together, using VHF, HF and other modes. Further info will be forthcoming.

Officers Reports

Reports Dutch reported changes are continuing to fine tune on the D-6 Phone Tree.

He is involved with planning a place for ARES D-6 in the new Park County Emergency Comm Center next to the Park County Jail.

Dutch is looking into APRS and PACKET for use by D-6. We have the equipment at our disposal, he said.

Dutch is giving much thought into retiring as EC for Ares D-6. Speaking about possible successors, he said, I would expect the person or group to be reliable and follow through on projects.

Vice EC and Training Jack encouraged all D-6 members to take and complete the various, important, training opportunities available by e-mail/web page http://www.ares.ab0pc.org/index.shtml .

Credentialing for Park County Dutch said some D-6 members have so far failed to complete request forms and pictures as needed.

Colorado Relay Race on Sept. 11 (through Guanella Pass) has not yet responded to Dutchs query about need for D-6 this year.

Dutch also reported a very nice donation from the IREA.

Replies for updating -- membership and phone tree are slow coming in. Dutch needs to finalize these ASAP before the time we need to mobilize.

Digipeater on Kenosha is working. Dutch waiting for FCC to issue a vanity call to reflect the proper purpose of ARES/Digi. (currently call is KDGDI).

VICE-EC and Training--- Jack had nothing to report, other than to remind us of I-130 and I-190 courses offered, in which we should all be involved and completed by now, if not very soon.

There will be an Emergency Council meeting on Jan. 27, 2009. Subject included (and concerns us) is County ID cards.

Vice EC Mike, KCATI not present currently in Alaska on personal business. He will be moving to Alaska the first week of December.

All wish him well, even as we will miss him very much. He has done so much, in many ways, for PCRC and ARES D-6.

We need a new Vice EC, as well as a Treasurer and Secretary for D-6.

Sept. 12 Friday -- Colorado 170 Mile Race (formerly "Outward Bound") Georgetown to Glenwood Springs had some very rough weather in some places especially where Dutch and Mike were (Guanella Pass) --- see pictures on PCRC web --- http://www.ab0pc.org/memories.htm

There was some confusion by race volunteers; we learned some good lessons in communication such as antennas, keying the mike too fast, and using more power. The 147.090 worked well. All ops reported good results.
