Old Business Sept. 12 – Friday -- Colorado 170 Mile Race (formerly "Outward Bound") Georgetown to Glenwood Springs had some very rough weather in some places … especially where Dutch and Mike were (Guanella Pass) --- see pictures on PCRC web --- http://www.ab0pc.org/memories.htm There was some confusion by race volunteers; we learned some good lessons in communication such as antennas, keying the mike too fast, and using more power. Dutch brought many pieces to show members … rigs, TNCs, cable and fittings, inter alia. Laptops and printers yet to be received. The 5K Run at Bailey Dayz was canceled so we were not involved that way. Red Cards were printed and sent by Mark Hall, and distributed to those D-6 members entitled to carry one. ARES D-6 MEETING
Meeting called to order – by EC Dutch, KØAWS, at 3:15 P.M. Officers’ Reports – EC Report – Dutch Financial report was given by Dutch: $78.52. Upcoming Meetings, Exercises and Public Service Events -- Park County ESC (Emergency Service Council) at Fairplay, 5/27/08; LEPC (Local Emergency Planning Council) at Fairplay 6/10/08; Bailey Dayz, 6/21/08 Mike -- Vice EC – present, but nothing to report. Jack -- Training Officer – reminded us of the IS-100, -700, and -800 courses available. Old Business Table Top Exercise in Fairplay was on May 2, 2008. The scenario was an explosion at the high school and a bomb threat at the Comm Center. Over 100 participants were involved. This was preliminary to the fullblown exercise on October 4, 2008 which will be supported by the five county regional districts. The grant for two complete stations: one at the COMM Center, and another for the EOC, ICP or somewhere else needed in the field has been approved. Dutch is working out final details, which will give us more digital equipment for packet, and will include two laptops and printers. Dutch sent out USPS letters to 14 Hams in South Park (according to the QRZ list of Hams and addresses) to enlist their help in/with ARES. Two letters have been returned as undeliverable. No replies otherwise. New Business --- 5K RUN – Dutch pursuing more info from North Park Ambulance group. We will need more help for this exciting event. Contact Dutch. IREA – Has written it has granted a nice donation to ARES D-6 in response to Dutch’s request for a grant. D-6 may be able to use for digi-peaters, depending on the size of the grant --- not yet received. Outward Bound Sept. 12 – 170 miles, 24 hours, from Georgetown to Glenwood Springs, part of which is through Park County. We are asked to do comm. on the Park County segment. Officers’ Reports -- EC Report – Dutch Financial report was given by Dutch, since we are without a treasurer at this time: $98.51. Upcoming Meetings – Table Top exercise on May 2, in preparation for major exercise October 4. Mike -- Vice EC – D-23 looking for ops for control burn. Jack – Training Officer – said with the DNC in August there’s a need for many Ham ops and ARES members to deal with emergency and non-emergency communication situations. Two will be needed at each OP position, at least one being ARES member. Jack reminded us again about need for I-100, -700, -800 for ARES members. Old Business Dutch said the grants for two complete stations: one at the COMM Center, and another for the EOC, ICP or somewhere else needed in the field, has been approved. Dutch is reviewing and refining details for equipment purchases. Red Cards – Mark Hall agreed to print the cards for D-6 members who are entitled to carry one. Lori Hodges will sign them or have the sheriff do so. The State is working on creating a credentialing system, which will allow all workers on an emergency scene to have photo ID, showing the individual’s qualifications Not seen yet. Officers’ Reports -- EC Report – Dutch – -Financial report was given by Dutch, since we are without a treasurer at this time: $108.51. -Park County developing new COMM Section structure, and upgrading the system. -Indication the County’s COMM center will make room for ARES D-6 when Med Clinic moves out. -Dutch will be making request for grant for two complete stations: one for the COMM center, and the other in the ICP or otherwise in the field. In the recent snow storm D-6 was put on standby when roads between Grant and Fairplay on 285 were closed. We ultimately were not needed and had no involvement. Upcoming Meetings – Park County ESC (Emergency Service Council) at Fairplay, 1/29/08. Local Emergency Planning Commission, Fairplay, 1/29/08; Mitigation Planning Session, Fairplay 1/29/08. Officers’ Reports -- EC Report – Dutch – explained the function of ARES and ARES members to a guest present, interested in Ham radio. Financial report was given by Dutch, since we are without a treasurer at this time: $108.51. Dutch gave a report on the SCR (South Central Regional) Emergency Council he and Padre attended on Aug. 23, saying it was a bit “dry” but good cooperation among the participants was evident. Upcoming Meetings -- Park County ESC (Emergency Service Council) at Fairplay, 8/28, in the AM. considering Red Cross Shelter update and other Emergency Support Functions. Local Emergency Planning Commission in the PM. Considering Pre-Disaster Mitigation Plan , Emergency Preparedness Guide, and Shelter Project. Mike -- Vice EC – was not present. Training Officer – Jack reminded us to take the I-700 and I-800 courses. Old Business Dutch reminded us of Outward Bound on September 21, as a good and fun experience. Dolores and Neal affirmed that. Respectfully submitted, 73, de PADRE – WØWPD Attendance August 25, 2007: All who attended the PCRC Meeting ARES D-6 MEETING Meeting called to order – by EC Dutch, KØAWS, at 3:40 P.M. Officers’ Reports -- EC Report -- Dutch reported he attended ESC (Emergency Service Council) meeting in Fairplay on July 24. One of the several matters discussed was the State wants to implement use of “Smart Tags” for ID. Sheriff Wegener checking further on this. Agreements between the ESC and the Red Cross have been signed regarding setting up shelters at certain facilities. More work in progress by Lori Hodges. “Outward Bound” – is on our schedule for September 21. Vice EC – was present. No report. Financial Report – Dick has resigned as treasurer, but e-mailed a report to Dutch, showing a balance of $119.57 as of this date. No activity on the account. Training Officer – Jack said to see the training page on the ARES website (within PCRC page), as well his posting about Bailey Day in the ‘articles’ section of the PCRC page. Officers’ Reports -- EC Report -- Dutch reported the exercise planned for July 7 will not include Park County or ARES D-6. Vice EC – Mike has been observing by radio much activity in various emergency situations. Financial Report – Dick is ill and unable to attend. He E-mailed a financial statement showing a balance of $119.57 as of May 31. Training Officer – Jack again reminded us to take the I-700 and I-800 courses, available on line, and to inform Dutch and himself of completion. The ARES website is up to date. Bailey Day – Dutch said he will attend a meeting of the Bailey Day Committee on Monday, June 18, 6 P.M. at the Platte Canyon Rescue Service, Crow Hill. Others invited, too. ARES D-6 MEETING Meeting called to order – by EC Dutch, KØAWS, at 3:03 P.M. Officers’ Reports -- EC Report -- The new Park County Communication Manager visited with Dutch about ARES involvement, and offered space will again be available for ARES in the Comm. Center. Dutch reported on the Five County exercise (held on May 25), in which communication goals were not altogether achieved. Another exercise is planned for July 7, during which D-6 will be in a different and better location. Dutch learned Home Land Security grants will be going only to cities, and not rural areas. The HLS person was not well informed about Park County size and population, and Dutch “surprised” him with the facts! Operators are needed for the Bailey Day race/walk (June 30), starting at 7 A.M. Respectfully submitted, 73, de PADRE – WØWPD Attendance May 26, 2007: All who attended the PCRC Meeting except Judy and Ray Thompson, who had another commitment ARES D-6 MEETING Meeting called to order - by EC Dutch, KØAWS, at 3:05 P.M. Officers’ Reports -- EC reported Lori Hodges called to ask for input on areas of power failure due to recent storm. Our area generally ok. Mike, Dick and Matt not present, and sent no reports. Training was discussed by Jack. Not aware of any currently scheduled refresher courses for the 130/190. All members who have not taken the online IS-700 and IS-800 courses should do so as soon as possible, and advise Dutch and Jack of successful completion. Denver will be hosting a CERT class May 8, 10, and 12. OLD BUSINESS - Dutch told us the April 13 five-county exercise was canceled due to anticipated bad weather. It has been rescheduled for May 25, with some changes proposed. Bailey Day - Matt and Tracey will not be able to be involved in the race/run. Dutch working to find replacements for Matt and Tracey and others to be involved. NEW BUSINESS - The ESC was canceled due to weather. There will be more exercises scheduled for May and July. Table Top Emergency Operations exercise will be at the Fair Barn in Fairplay on May 15, 2007, 8-12 noon. More exercises being planned for July. ADJOURNMENT - Bob (M), Sharon (S) to adjourn. Officers’ Reports -- EC report under Old Business Treasurer’s report: Dick sent report with balance of $269.80 Training – Jack reminded us more members need to take the I 700 and I 800 courses and let him know. The 130 and 190 will be offered soon. (The IQCS CARD is needed for admission to an EOC.) No other officers present. OLD BUSINESS – Dutch reminded us of the April 13 five-county exercise. The Park County op center will be moved to the BOCC meeting room in Fairplay, where propagation is poor, while the P.C. sheriff’s site is much better. Dutch said he may have to set up a relay between the two points. Daniel has been around the area checking propagation Search and Rescue is still interested in having D-6 support. NEW BUSINESS – Dutch and Dick attended the ESC meeting in Fairplay. Red Cross discussed it’s role in emergency situations, and with whom they will work (shelters). There will be more exercises scheduled for April and July. Jim Stitt asked about I.D. and “Red Cards” The Red Cross requirement for background checks was discussed, and general sentiment expressed not to provide the information being asked for. REPORTS: EC Reports - See below Vice AEC -- Mike not present. Treasurer -- Dick presented a financial report, showing no receipts or expenditures; balance $279.80. Training Officer - Jack said no changes, but is looking for more members to update their training and to advise for his records. EC Dutch - spoke about the Southern Central Region all Hazards HLS exercise on April 13, from 0900-1200. The exercise will include El Paso, Teller, Chaffee, Lake and Park counties, to test the various forms of communication among the counties’ EOCs: HF, VHF, UHF, Packet, and Amtor. Dutch reminded us ARES will have a large role in this exercise. Park County EOC will be at the Comm. Center in Fairplay. Dutch is still in need of operators for Chaffee and Lake Counties’ EOC. The Southern Central Regional District is planning on forming a TYPE 3 IMT. There was no further business for the formal meeting. The meeting was adjourned at 1:55. FOLLOWING THE MEETING, Lori Hodges, Emergency Manager for Park County spoke to the members regarding Preparedness and Planning, with many documents/hand outs. Webmaster's Note: ARES D6 still needs a volunteer to assume the duties of Secretary. It is totally unreasonable to expect Padre to continue to perform this function. (BEWARE - if no one else steps up, I will do it, and it won't be done nearly as well as Padre does it!) ARES D-6 CALL TO ORDER -- Dutch called the meeting to order at 2:35 P.M. REPORTS: Vice AEC -- Mike not present. Treasurer -- Dick e-mailed a financial report, showing no receipts or expenditures; balance $279.80. (Weather problems prevented attendance). Training Officer - Jack unable to attend because of weather problems. D-6 Operational and Packet Manuals -- Matt not present. SET - previously scheduled for Feb. 7 has been postponed until May sometime. It is planned to be a five county event: El Paso, Teller, Lake, Chaffee and Park Counties. Park County Emergency Services - will be meeting with various committees and ARES on Tuesday, Jan. 30. Dutch to attend. D-6 next meeting -- will be on Feb. 24, at 1 P.M. prior to the PCRC meeting. A guest speaker is expected. Dutch -- said he’d had major computer problems and lost a lot of info.
